In 2010 Putin directed Pugachev not to sell his stake in EPK (a company with the rights to develop a coking coal deposit in Tuva region in Russia and a railway) to a foreign owned Japanese company. The Russian State was once again able to confiscate Pugachev’s assets – the Russian State’s Deposit Insurance Agency (DIA) together with the financier for the president of the Republic of Chechnya, conspired to confiscate the licence from EPK for no consideration by means of fraudulent misrepresentations, corrupt judicial proceedings, and by physical threats against Pugachev and his family.
